Smart Beginnings South Hampton Roads is a nonprofit, nonpartisan, grassroots effort working to see that all families in Chesapeake, Norfolk, Portsmouth, Suffolk and Virginia Beach have access to high quality early care and education for their children birth to age five. We are committed to creating a comprehensive and coordinated early childhood system that supports families, communities and our youngest citizens. Every child deserves a smart beginning.
